Casino operator Crown Resorts Ltd will maintain a license to operate Crown Melbourne Real Estate (pictured) in Victoria, Australia, after a long probation period and review by authorities.
"We are clearly satisfied that Crown Melbourne is fit to operate Melbourne casinos," the Victorian Gambling and Casino Control Board said in a statement on Monday. "It is in the public interest that the license remains in effect."
Crown was fined a total of A$120 million (now $78.5 million) for serious misconduct, according to a November 2022 announcement by Victoria state regulators.
The disciplinary action comes after Crown commissioned the royal family for eight months to see if it was fit to hold a gaming license in the state. In October, the casino company was ruled unfit to operate the casino at its resort in Melbourne but was able to maintain the license under strict supervision.
On Monday, gaming regulators said Crown Melbourne had "decided" that a flaw identified by the royal commission had been resolved.
The announcement quoted Franson, chair of the Victorian Gambling and Casino Management Commission, as saying: "The Royal Commission of Finkelstein recommended that Crown be allowed to continue operating for two years under strict independent supervision conditions despite the huge findings, which would be in Victoria's favour."
"We have concluded that Crown Melbourne has improved the flaws revealed in the royal commission," Sohn said in the special manager's final report.
"There was no evidence of misadministration or unlawful or improper conduct that the Royal Commission had previously identified, indicating serious and systemic failures, and these failures were resolved," she said.
Commissioner Son said Crown Melbourne had introduced "widespread reforms to prevent or reduce gambling damage, financial crime and money laundering."
"During our investigation, we observed the emergence of other Crown Melbourne with a clear understanding of the privileges and obligations of holding a Melbourne casino licence," she said.
Thorne added that Crown Melbourne's "comprehensive innovation plan" at the request of the special manager also supports the decision.
"These plans for change, together with Crown's legal and social obligations, will be at the heart of our oversight and provide the next level of standards for Crown Melbourne. The Commission will require Crown Melbourne to deliver further changes through its upcoming legal guidance,
The Victorian government has appointed a special manager to oversee Crown Melbourne's operations and treatment during the probation period. It has also revamped its gaming regulator and "created certain enhanced powers with respect to Melbourne casinos," an update on Monday said.
